The discussion around the AP report on a strengthening 2026 El Niño is getting stuck on whether this is “natural variability” or climate change. It is both, and that distinction does not make the planning problem smaller.
El Niño can add a temporary shove to an already warmer baseline. For cities, the useful questions are practical: Are cooling centers easy to reach? Can transit keep running during flooding? Are tree-planting and heat plans funded before the next emergency?
Forecast uncertainty is real. So is the need to prepare for conditions that are becoming less forgiving.
