Chicago Installed 78 Accessible Pedestrian Signals. Why Did None of 103 Inspected Intersections Fully Pass?

Chicago’s first annual report on accessible pedestrian signals has a useful contradiction in it: the city installed APS at 78 intersections during the first year, beating its target, but none of the 103 inspected intersections fully met the technical requirements.

That is not an argument against installing more signals. It is an argument for inspecting the details with the same seriousness as counting the installations.

The count is encouraging, the inspection result is not For someone who thinks about transit access mostly through stations, routes, and transfer paths, APS are easy to overlook. They are also exactly the kind of infrastructure that determines whether a trip is possible without relying on another person to describe the street crossing.

An accessible pedestrian signal is not simply a button added to a pole. Placement, reach range, audible information, vibration, timing, orientation, and the relationship between the signal and the crossing all matter. A signal can exist on a map and still fail at the point where a person needs it.

That makes the 78-intersection number less useful by itself. I would rather see a dashboard that distinguishes installed, operational, correctly located, fully compliant, and recently inspected. Those categories tell a much more honest story than one total.

Wayfinding is also a maintenance problem The report points people toward a public APS website for submitting and tracking installation or maintenance requests. That part matters. Chicago transit riders are already accustomed to making sense of imperfect information: a train arrival time, a dark station sign, a bus stop moved around construction. A request system should reduce the amount of detective work required from the person reporting the problem.

The practical test is whether someone can identify an intersection, describe what is wrong, see the request status, and know what happened next. If the map shows only a pin, it is not quite wayfinding. It is inventory.

A small request for the next report I would like the next annual report to include intersection-level examples, not only citywide totals. Which signals were corrected after inspection? How long did repairs take? Were problems concentrated in particular wards, corridor types, or crossing designs? Were pedestrian push buttons reachable from the sidewalk route a wheelchair user would actually take?

The report from Disability Rights Advocates gives Chicago a meaningful baseline. The next step is making the quality of each crossing as visible as the number of new installations.
